DELTa Turns 1 — 100+ Tariffs Tracked and Counting!
Article sections
Fresh off a win at the Reuters Events: Energy Industry Awards 2026 for R&D Achievement, the Database of Emerging Large Load Tariffs (DELTa) is marking its one-year anniversary with the release of another quarterly update!
Created by the NC Clean Energy Technology Center and the Smart Electric Power Alliance, DELTa gives electric utilities, regulators, policymakers, industry, and utility customers of all sizes centralized access to the fast-growing universe of large-load tariffs and service rules shaping how U.S. utilities are responding to surging demand from data centers, manufacturing, and other energy-intensive facilities.
The database features an interactive map and a searchable repository of emerging and contemporary large-load tariffs and service rules nationwide, along with summaries and analyses of approved and proposed tariffs and tools to compare how different utilities are navigating this era of large-load growth.
Over the past year, DELTa has tracked tariffs and service rules spanning a wide range of contractual characteristics—from load ramps and load flexibility to minimum payment requirements and Bring Your Own Capacity (BYOC)/Bring Your Own New Clean Energy (BYONCE) procurement mechanisms—reflecting the industry’s evolving efforts to improve transparency, strengthen customer protections, and maintain grid reliability.

DELTa started with 41 tariffs and service rules. One year later, the number has grown significantly as utilities across the country work to establish their large-load strategies—and the pace of activity this quarter has been no exception.
The Q2 2026 update includes:
➔ 21 new utility tariff and rule proposals added
➔ 15 tariffs and rules approved this quarter
➔ 104 total approved and proposed tariffs and service rules
➔ 37 states and over 70 electric utilities (investor-owned, municipalities, cooperatives, and other public power utilities) represented
With over 1,400 downloads and thousands of individual DELTa users to date—utilities and customers of varying sizes, independent power producers, academia, government agencies, and regulators among them—the database has become a go-to resource in regulatory filings, industry analyses, white papers, and large-load media coverage.
The NC Clean Energy Technology Center tracks large-load customer treatment actions (e.g., legislation and regulatory proceedings across all 50 states, Washington D.C., and Puerto Rico addressing large-load tariffs, interconnection rules, clean energy procurement, on-site generation, and more) through our 50 States of Power Decarbonization quarterly report series.
